WEST VALLEY CITY -- A man is facing several charges after another man was killed in an alleged hit-and-run accident late Saturday night.

Police said 42-year-old Kevin Chase was jaywalking at Redwood Road near 4000 South around 11:30 p.m. when he was hit and killed by a southbound vehicle.

The driver of the vehicle, 56-year-old Zay Speed, initially ran from the scene, but police found him down the street behind a business.

Police said they believe Speed was high on drugs at the time of the accident. He has been charged with hit and run, DUI and automobile homicide.

Sgt. Chad Evans, West Valley City Police Department, said Chase was going west across the street and wasn't in a crosswalk.

“No crosswalks here,” he said. “In fact, this is probably one of the most dangerous crossing areas we have in the city. We’ve had several fatalities here. We’ve focused enforcement here.”

Evans also said the portion of the street the man was crossing is not lit very well.

“There’s not really any lights on the east side of the road here, and the lighting even on the west is very dim,” he said.

Evans urged pedestrians to only cross in crosswalks.

“Take the extra time,” he said. “Walk the extra 50 yards down to the crosswalk where the intersection is controlled by the lights and cross safe, make it home."
