New PSAs from Utah DEQ will make you laugh about smog

SALT LAKE CITY -- The Utah Department of Environmental Quality is celebrating it’s 25th birthday by trying to make Utah laugh, and they’ll probably pull it off.

They introduce a character named “Phil” for a series of Public Service Announcements about a know-it-all who knows nothing but still hosts a basement talk show with the same guest, an amiable scientist from the DEQ.
