SALT LAKE CITY — The Utah State Senate has passed a bill that requires high school students to pass a civics exam before graduating.

Senate Bill 60 passed with considerable debate from lawmakers, some of whom objected to it being overly burdensome for teachers and students. Others complained about how many questions students must answer to pass.

The exam would be similar to those offered to immigrants seeking to become American citizens. The bill passed on a 20-8 vote and now goes on to the House for consideration.
