SALT LAKE CITY -- Gov. Gary Herbert announced Thursday he wanted to implement a "Utah solution" to health care issues rather than accept a federal expansion to Medicaid.
Michael Mower, Herbert's deputy chief of staff, came to the FOX 13 News studio to discuss Herbert's plan and what it would mean for Utah citizens.
