Ogden police seek man accused of kidnapping, sex with a minor

OGDEN, Utah — Ogden police are asking for the public’s help in locating a registered sex offender who allegedly kidnapped a teenager on July 3.

Ryan Mitchell Schaffer, 33, is accused of kidnapping and raping a teenage boy.

"He had abducted a 14 year-old male at knifepoint," said Deputy Director John Harvey of the Ogden Police Department

The boy also said he was forced to perform sex acts at gunpoint. It’s unclear if Schaffer knew the teen, but police said the 14 year-old was kidnapped from the UTA FrontRunner station at 2393 Wall Ave. and taken to an undisclosed location in Ogden, where police said the suspect told the residents the victim was his cousin.

The boy was able to escape after he was briefly left unattended.

Schaffer is a registered sex offender who’s required to check in with authorities once a month.  Police said he didn’t do that.

“That's the reason we have a sex offender registry is because these people tend to reoffend quite a bit, and, as a matter of fact, they are one of the highest groups of reoffenders that we have," Harvey said.

Police have a warrant out for Schaffer’s arrest on one count of aggravated kidnapping and three counts of unlawful sexual activity with a minor, all of which are felonies.

"They should also be aware there's a person out there who's targeting young teenage boys," Harvey said.
