Former state GOP representative Morgan Philpot filed his paperwork to run for Utah’s Governor on Wednesday and says Governor Herbert’s inability to make a decision on the sex education bill demonstrates a lack of leadership.

Philpot says Utah needs someone to lead according to principle, not polls, and that the sex education bill is a good example.

“I think the legislature would know not to send bills like that to me; to create an educational system where parents and teachers and school districts make that decision, not the governor,” said Philpot.

Philpot says that he’d sign the bill, but make it clear to the legislature that it would have to be changed next year to return control to the local level.

He joins two other Republicans–Ken Sumsion and David Kirkham–and one Democrat–Peter Cooke–challenging Governor Herbert.
