The arrests were part of an ongoing investigation into prostitution and sexual exploitation. On March 8, police found an advertisement on a known website, which offers prostitution services, according to a St. George police probable cause statement.

“An undercover officer arranged sex acts for money,” the statement indicates. “There was an agreed time and location.”

Police identified Guo Jiang, 64, and Xia Yan, 48, as the women who agreed to meet the undercover officer.

The meeting place was a St. George home that had been converted into a massage parlor.

“It was determined that Guo was encouraging, inducing, and otherwise causing Xia Yan to become or remain in prostitution,” according to the probable cause statement. “Guo also assisted Xia in coming from Los Angeles to St. George for the purpose of prostitution.”

The investigation also determined the massage parlor was not a licensed business.
