SALT LAKE CITY - Two people were arrested after allegedly stealing luggage from passengers at Salt Lake City International Airport.

Police say they were able to identify 45-year-old Nancy Roberts and 52-year-old Keith Flynn from airport surveillance footage after three bags were reported missing from terminal carousels last month.

"Apparently they weren't passengers. Just looking for an opportunity," said airport spokesperson Barbara Gann.

According to court documents, surveillance video shows Roberts walking to Terminal 2 and stealing two bags, one of which contained a blank check later allegedly endorsed by Flynn.

Roberts and Flynn returned to the airport last Thursday where they were caught by police when an airport employee allegedly noticed Flynn pulling several bags with Southwest tags from a carousel.

Gann says luggage is the responsibility of the traveler and the airline and that an airport is a public place. However, airport police keep a close eye on all operations.

"It's not common but it does happen and it's important to realize valuables should be in carry on luggage," Gann said.

Roberts is charged with two counts of third degree felony theft and one count of Class A misdemeanor theft.

Flynn, identified in court documents as a transient, is charged with three counts of third degree felony theft and one count of failing to stop at the command of a law officer.
